to 后面跟动词原形时是动词不定式，也叫非谓语动词，to do 不定时可以做很多成份，像 主语，表语，宾语，宾语补足语等。而当to后面跟ing形式时，to是介词，有很多带to的短语中to是介词，介词后要跟名词，如果是动词，则用其动名词形式，例如 look forward to , make contributions to , pay attention to 等等，后面就要跟动名词
